LD 838 is the bill that keeps morphing. A few weeks ago, it was called “An Act to Establish the Maine Clean Energy Authority.” (see post about that here.)
Tanya Blanchard provided excellent testimony during the public hearing for LD 838. You can watch that here (5 minutes).
And then at the LD 838 work session, yesterday, the bill morphed into “Resolve, to Establish a Commission to Study Options for Public Financing of Transmission and Distribution Infrastructure and Energy Storage Projects.”
It now has completely different language, copied below. Of course, none of this is easily accessible to the public on the state website. You need to email the committee aide to get this, or be on the distro list.
