On Friday December 1st, Versant posted a letter to the public side of the docket which provides some interesting reading.
They point out:
due process has been avoided by the approach taken with negotiations,
that PUC staff came to a “negotiating impasse” with LS Power sometime in the past year,
and the most recent, working draft of the Transmission Agreement contains “contract terms and requirements that are out of alignment with reasonable market practice and… precedent.“
